Minorities in the Parliament Seeking a Minimal Role

Minority groups in the parliament are looking for influential roles.

The results of the twelfth parliamentary elections are not final yet, and the second round of elections has just been held. However, based on the information from the first round of elections, the composition of the parliament is almost clear, and discussions and predictions about potential factions in this parliament have emerged from analysts and those who are expected to take seats in the twelfth parliament.

Conservative factions in the twelfth parliament.

Among them, Hossein Naghavi Hosseini, one of the conservative figures who has a history of parliamentary representation, has stated in an interview that the abbreviation for the factions in the next parliament is ‘Pashm,’ meaning three stable factions, Sharayin, Shorayin, and Masaf, will take shape in the parliament, and they are expected to play influential roles in decision-making in various dimensions.

Of course, all three mentioned factions are principled, and the majority of those entering these three factions will be from the hardline spectrum of principled ideology. It is not clear yet which faction will gain the majority and form the majority faction, considering that many members of the lists affiliated with the Arman and Sobh Iran factions are aligned with stability. And of course, the Coalition Council has also aligned with stability, but it is still unclear.

Minority faction in the twelfth parliament

Alongside this wave of hardline principled population in the twelfth parliament, there is a minority who may be more moderate and perhaps less hardline in this principled front and may not or cannot join these factions. These individuals will likely establish the minority faction in the parliament.

Although with the banner of moderation, a group of fewer than 50 have managed to enter the parliament, the presence of independents and that separate population from principled ideology also predicts the formation of a faction of nearly 65 members.

Formation of the moderate faction

Following the announcement of the results of the first round of the twelfth parliamentary elections, Ali Motahari, who along with his list in Tehran failed to enter the parliament, emphasized on centrism in an interview with Ensaf News. He stated that he supports a movement that is neither reformist nor principlist. He mentioned that the centrist representatives elected by the people in the recent elections must form a faction in order to play a role in the decision-making processes of the Islamic Consultative Assembly.

He believed that if the centrist faction plays a role, the presence of centrist representatives, even in the presiding board of the twelfth parliament, will be possible. According to his prediction, two factions, the Coalition of Revolutionary Forces and the Front of Stability, will also be present in the next parliament. Now, continuing on the path and shortly before the formation of the twelfth parliament, Masoud Pezeshkian has also referred to the formation of the centrist faction.

Centrist Faction and Hope for Influence

Doctors who are now preparing themselves to attend the twelfth parliament are discussing the programs and interactive methods that they will have as a moderate figure with other representatives within the faction. The founding board of this faction has been selected in recent days, and in the next step, the charter and general framework of work will be written.

We hope that by collaborating with each other, we can reduce some of the people’s problems. The exact number of moderate representatives present in this faction is not clear yet, but in a recent session, about fifty to sixty individuals were present, and some were unable to attend that day. The total number of individuals present in the faction will be more than this number.

He mentioned the presence of some moderate conservative figures like Aladdin Boroujerdi in the founding board of moderate factions. He said that the more we can move towards moderation and moderation, the more desirable results we will achieve. In this case, it doesn’t matter whether the representatives are conservatives, reformists, or any other stream.

Doctors have said about the possibility of their candidacy in the election of the presiding board of the parliament as an option for this faction that they currently do not have a decision to run for the presidency or vice-presidency of the twelfth parliament. However, the final decision in this regard will be made by the moderate factions, and we will act accordingly. In this regard, we will make efforts to reach any consensus that the moderate factions may come to.

Political organizations and minority factions

In our contemporary history and in the years following the victory of the revolution, there were minority factions that had an impact on the decision-making of the parliament, both in terms of legislation and oversight, even at a time when the Guardian Council, with its supervisory role, had not gone so far as to eliminate and homogenize various political ideologies. Minority factions and parties that were able to gain the majority of the parliament in the following period.

In our country, despite the significant distance from developed countries politically, our country and political movements benefit from these limited opportunities to advance republican goals. During that period, the issue of the parliament and its leadership was acceptable, and society was hopeful of determining its fate through the ballot box. Based on this, those who sat in the parliamentary seats, backed by popular votes, played their role if they were in the majority, and if they were in the minority, they had the necessary courage to influence the parliamentary atmosphere and worked towards achieving an acceptable and even desirable performance record.

Now, the situation is such that uncertainties, especially regarding the minority faction and their efforts, are significant. On one hand, people’s disillusionment does not create the necessary support for the presence of these individuals. On the other hand, the threat of disqualification looms in the next parliamentary term. Ultimately, it seems that the parliament is not at the forefront of either society or politicians, as it should be.

Of course, the next issue regarding these fractions, especially the diminishing position of reformists in the country’s political space, is the nature of interaction of these fractions with like-minded individuals in the political arena and their organizations.

Indeed, this matter arose even in the tenth parliament, where the Hope fraction was dominant and not considered a minority. Reformist parties were disappointed in constructive engagement with this fraction, and the Hope fraction itself criticized the way political organizations dealt with this movement.

This also leads to the fact that now that moderates are present as a minority in the parliament, despite repeatedly speaking about their role and plans to prevent extremism, their influential position, now known as the Moderate Fraction, remains somewhat ambiguous.
