Statement

The remarks of Mr. Pezeshkian, the Minister of Interior, during the introduction of the new minister and the farewell of the former minister, shed light on the situation.

The President said that provinces must have a roadmap so that their progress can be evaluated.

If we are to continue on the same path as before and only change a few managers and individuals, we will not reach the desired destination.

In this government, those who have risen without valid reasons will fall, and those who have been unfairly brought down will rise. The criterion for being with us or not is the belief and ability of individuals in implementing the vision document.

Establishing stability in procedures and laws is a sign of proper governance.

As Mr. Pezeshkian has stated, continuing on our previous path and policies will not lead us to prosperity.

Provinces must primarily have a roadmap.

Without such roadmaps, no meaningful step towards sustainable development of regions can be taken.

This roadmap is not just a technical and lifeless plan from the center and above.

The first requirement for preparing it is the participation of stakeholders and provincial forces in cooperation with the center.

Just as national development without people’s participation is meaningless, provincial development without the participation of provincial forces lacks precise meaning.

Perhaps a lot of budgets are spent in provinces, but often these budgets lack efficiency and sufficient productivity.

Some important provincial and regional plans are carried out based on interests, pressures from representatives, or other local authorities that lack public value and benefit.

The second point emphasizes the necessity and importance of assessing the progress or lack of progress of the components of the roadmap.

It is unlikely that anyone remembers that in all these years even one case of economic plans and the performance of officials, governors, and prefects has been transparently evaluated and published.

The third and very important point is appointments based on lineages and factions without considering individual capabilities.

Of course, this does not mean that all appointments are wrong and should be rejected, but how is it possible for a government to quickly change hundreds and thousands of positions and all of them be qualified professionally and managerially, while we know that our political structure is non-partisan and individuals within parties are not well-trained and lack a clear track record. In such a structure, the only way to select suitable individuals is to adhere to clear and transparent criteria for appointing managers with reputable evaluators and qualified judges.

Due to this, bus management authorities should quickly evaluate and determine the fate of the central and provincial managers of the Ministry of Interior, which is more important than other ministries, especially current managers who each have their own performance records.

A manager who has not had a plan for carrying out his duties or has used incompetent and linear managers and has not respected managerial independence during elections and has acted biased towards certain individuals should be determined. Mr. Pizhukian’s statement is correct that being or not being a criterion is not with us, but if someone is committed to work and professionalism and has the ability, it means being in line with the country’s healthy flow.

The final point is the stability of procedures, laws, and regulations.

Just take a look at the automotive policy in the thirteenth government to see how many contradictory weekly and even daily regulations were approved and issued for a simple matter that essentially did not require intervention.

Other ministries have also followed the same approach. One of our criteria for evaluating the performance of this government and judging it is the same points that Mr. President mentioned in the Ministry of Interior.
