This is particularly true because filtering is illegal in the Iranian legal system, and all actions taken so far for filtering have been illegal, as there is no law that permits filtering.

Allowing some people unlimited access to the internet without filtering while the majority are deprived of this fundamental right is an unjust discrimination. We have many such discriminations, and it is a form of privilege given to some due to their proximity to power, which the majority of people are deprived of. Unjust discrimination is always illegitimate.
