Public suspicion was that car manufacturers once again wanted to offset their accumulated losses, caused by mismanagement, by some sort of scheme from the pockets of the people, in such a way that they would delay fulfilling their commitments within the comprehensive car system under various pretexts and sell the produced cars at five percent below market price.
