Farhikhtegan newspaper wrote that imposing a three million fine for lack of hijab and withdrawing money from the individual’s account is an issue that, after Bankipour’s remarks, led to many reactions. However, yesterday, news was published denying what Bankipour had stated, and it was said that such a thing was not approved by the joint commission reviewing the chastity and hijab bill formed in the eleventh parliament.
Despite the denial of Bankipour’s remarks, it seems that the parliamentary judicial commission has approved this punishment in the hijab bill, and after that, the plan has been sent to the Guardian Council for the third time.
Based on this, the enforcement of punishment in this matter will not be under the jurisdiction of the judiciary, and the police will fine individuals. The determination of this issue will also be the responsibility of the police. In fact, the person sitting behind the system is a police officer, and when they determine that the individual has violated the law, they will identify the person’s national code and information and fine them three million tomans, and the money will be deducted from the individual’s account.
Additionally, a quasi-police appeal authority has been considered to address complaints from individuals whose money is deducted from their accounts.
One of the designers of this bill regarding the details of imposing penalties for lack of hijab in this bill said that for the first instance of uncovering hijab, there is a three million fine. Inappropriate dressing, which is defined in Article 49, also carries a three million fine, and its definition is provided in the law. For instance, if the lower leg or neck is visible, these cases are included. The fine amount is initially deducted from the individual’s account, and later the individual can claim they did not have enough money, and it should not have been deducted, so the money will be returned to the individual’s account.
