As people say, they are shrine pigeons; if you shoo them away from here, they settle a little further away and always have a place to perch.
It’s natural for this closed circle that the real power holders, the people, are always seen as subjects of the managers, because no popular power can remove them from their dark seats. As a result, a manager can never establish a connection with the staff. Corruption, incompetence, and ignorance are not reasons for losing their seat. To become a manager, only one recommendation and a give-and-take are needed, which is an increase in entropy, meaning an effort towards disintegration.
