The Hamshahri newspaper, the official publication of the Tehran Municipality, wrote in a report about theft and thieves.

Legal loopholes have reassured criminals. The number of prisoners is high, and according to the law, except for serious crimes like murder and armed robbery, other criminals can be released on bail. For this reason, a thief is confident that he will be released a few days after being arrested.

For these individuals, prison has become a job and a pastime because their food and sleeping place are free, and they do not remain idle in prison.
