After the end of the Iran-Iraq war in 1988, the Islamic Republic submitted requests to several countries to purchase fighter jets, and Russia announced that it was ready to sell.

The Su-35 fighters are technically acceptable, which is why after October 2020 and the lifting of restrictions on the purchase of conventional weapons by the Islamic Republic according to UN Security Council Resolution 2231, the purchase of these fighters was eventually agreed upon.
