International Students’ Concerns Over America’s New Immigration Policies

With the recent decision by Donald Trump’s administration to temporarily suspend the issuance of student visas, thousands of international students worldwide have been met with shock and uncertainty. According to an official memo released in the U.S., the aim of this suspension is to enhance the monitoring of applicants’ digital histories and online activities, particularly on social media.

This decision is part of Trump’s administration’s stringent immigration policies, which many educational institutions and human rights advocates view as an attempt to limit the role of universities in fostering free intellectual discourse.

Direct Targeting of Universities

The Trump administration has specifically targeted prestigious universities like Harvard. It is said that the then-President accused these universities of excessively promoting liberal freedom and expressed dissatisfaction with their handling of sensitive issues such as anti-Semitism.

In one of the most severe reactions, the government intended to prevent Harvard from enrolling international students, an action that faced legal opposition from the university and was temporarily halted by a court order.

Who Suffers the Most

According to the annual report by the Open Doors Institute, over 11 million international students from more than 210 countries were studying in the U.S. during the 2023-2024 academic year. Among them, India ranks first with over 330,000 students, followed by China with about 280,000.

However, the U.S. government has specifically focused on Chinese students.

Marco Rubio, the then-Secretary of State, announced that Chinese students’ visas, especially those connected with the Chinese Communist Party or studying in sensitive fields, would be subjected to stricter security checks.

Deportations and Visa Cancellations

Alongside these policies, the Trump administration has deported a number of foreign students and canceled the visas of thousands more.

In another statement, Marco Rubio said that at least 300 student visas were canceled due to connections with pro-Palestinian protests at universities, although the countries or identities of the students were not disclosed.

Reactions from Universities and Students

Harvard University issued a statement warning about the severe consequences of this decision.

Maureen Martin, Director of the International Office at the university, stated in a court petition that these actions have caused widespread anxiety, canceled trips, and even led some students to withdraw from graduation ceremonies.

In some cases, foreign students are worried about returning to countries embroiled in war, political instability, or human rights threats.

Looking Beyond Harvard

Professor William Brostein, an expert in higher education at West Virginia and Pittsburgh universities, warns that the main damage will affect universities highly dependent on international students’ tuition.

According to him, international students bring diverse perspectives and cultural experiences to the academic environment, and removing this group will seriously harm the diversity and dynamism of universities.

Alternative Options: Canada, UK, Australia

While U.S. policies are leaning towards restriction, other countries like Canada, the UK, and Australia are striving to attract foreign students to fill the gap left by the U.S.

However, these countries have also recently imposed some restrictions for economic and demographic reasons. For instance, Canada has tightened financial requirements for international student applicants.

What Will Happen

The Trump administration’s stringent policies against international students are not merely a simple immigration measure but part of a broader discourse on the identity of universities, the boundaries of academic freedom, and the global role of U.S. higher education.

Although these policies may not affect major universities like Harvard, they will undoubtedly have a profound impact on the structure of the U.S. higher education system and the future of hundreds of thousands of students from around the world.
