After the end of the last round of negotiations in Vienna, the European parties and the United States claim that the final text is ready to be signed. Ulyanov, the Russian representative at the International Atomic Energy Agency, has also implicitly confirmed this claim. However, IRNA and Nour News, media outlets affiliated with the government and the Secretariat of the Supreme National Security Council, have denied any agreement and approval of the text by the negotiating team of the Islamic Republic of Iran. The diplomatic delegations of the negotiating countries have returned to their capitals to make political decisions and conduct a final review of this round of negotiations, which they claim to be the last round of this political-diplomatic marathon.

U.S. Consensus Building

The atmosphere of the negotiations and the consensus between the U.S. and Europe is progressing in such a way that if an agreement is not reached, all eyes will be on the Islamic Republic, and it will be blamed as the reason for the failure of the negotiations. What increasingly directs accusations towards the Islamic Republic is the inadequate communication by the media team of the negotiations and the lack of transparency in declaring demands. Additionally, raising the issue of PMD in the new round and requesting its closure in the JCPOA revival negotiations politically, rather than through the technical framework of the agency, further strengthens the suspicion of Iran’s lack of intent to reach a comprehensive agreement. We must wait to see Iran’s final decision regarding the final and proposed European text and whether the JCPOA will ultimately reach a conclusion or not.
