The Guidance Patrol is a result of the resolution number 427 of the Public Culture Council dated 2005-01-03, titled ‘Strategies for Promoting the Culture of Modesty and Hijab,’ which outlines the responsibilities of organizations, including the police, to address improper hijab. The key to reforming the Guidance Patrol is in the hands of the Minister of Culture, as the head of the Public Culture Council.
