The Taliban leader said that just as fasting is obligatory, retribution is also obligatory. If someone comes with the intent to kill, then retribution for the murderer is obligatory, and to prevent oppression, the murderer must be subject to retribution.

Cutting off the hand and taking the right of the oppressed from the oppressor are also obligatory, but these cannot be done individually. He emphasized that the implementation of each of these rulings is obligatory in its own context.
