Owners of Mehr housing in Tehran have announced to the media that the government has delivered their houses without completing the construction stages. Some of these houses, despite more than six months passing since their delivery, still lack basic amenities such as electricity, water, and other essential facilities.

The Tajar News website confirmed this issue in a report, stating that, as evidence shows, the government of Ebrahim Raisi has resorted to delivering houses without basic amenities in order to increase the statistics of construction and delivery of residential units.
