In a set of guidelines for airlines, the European Commission stated that these companies can only be exempt from paying financial compensation to passengers for flight cancellations if a local fuel shortage is the cause of the cancellation
The commission also announced that charging additional fees to passengers retroactively, such as adding fuel surcharges to tickets that have already been sold, is not permitted
