Biden’s China Program

China and the United States have now entered a new phase of media and political confrontation resulting from a process that has been going on for several months.

The ruling party in China has spent months restructuring China’s administrative structure and purging unsuitable forces. The dismissal and arrest of the foreign and defense ministers on various charges have been symbols of this purification process, which has actually continued in various executive and administrative ranks.

It is in this process that the behavior of the party within China has changed, with strict restrictions imposed on international companies and institutions that played an important role in the country’s economy. Alongside these developments, the escalating tensions between China and the United States due to the Taiwan crisis have led to the increasing likelihood of Chinese actions to occupy the island. This has resulted in successive waves of military planning and defense measures by both China and the United States, as well as the execution of numerous military maneuvers by China on one side and the US and its allies on the other.

With all the political approaches and discourses of both sides claiming tension and accusing the other side of tension, the publication of The New York Times report on the nuclear policies formulated by the US, which Biden has confirmed after reviewing it with his advisors, has heated up the atmosphere.

These new policies ensure America’s deterrence and readiness to deal with the increasing threat from China and Russia.

In particular, the increase in China’s nuclear capabilities is of great importance to Pentagon experts.

The Pentagon’s projection of China’s nuclear capabilities in the future is a warehouse of powerful capabilities, with China expected to have over a thousand nuclear warheads by 2030, doubling their operational nuclear warhead count. Chinese officials strongly reacted to the publication of these new policies, describing it as American provocations. Their official stance is essentially a repetition of China’s previous claims, openly stating that they have no intention of military competition with any country.

Chinese state-affiliated media outlets detail and blame the US for the tensions between the two countries with their usual attacks.

The concepts presented are familiar to Iranians as well. America needs to address its own situation and reflect on its behavior.

It is America that is the cause of tension. The Biden administration does not have much time to confront media outlets at this level and is involved in international crises such as the Ukraine conflict and, more importantly, the Gaza crisis.

The current reaction of the US government has been simple. This nuclear policy is not about a specific country and has various dimensions. It is in these circumstances that despite the recent tensions in US-China relations, the interactions that the Biden team has created in this regard have found special significance.

One of the most important interactions of the Biden administration is establishing a structure for trade and economic policy interaction with the ruling Chinese government.

The Chinese are facing deep crises in their financial and economic system. The crisis in the construction industry of this country, which has been one of its most important economic growth areas, is not new and has severely affected China’s financial system.

Even the financial aid packages from the Chinese government to strengthen financial circulation in the housing market cycle and help bankrupt and semi-bankrupt companies have had no impact.

The crisis in production and consumption, especially the extravagance in Chinese markets, and people’s reluctance to spend on the domestic financial cycle have severely slowed down.

It is in this context that the dual activities of the Biden administration should encourage the Chinese to cooperate with this government.

Janet Yellen, the Secretary of the Treasury, and Gina Raimondo, the Secretary of Commerce of the United States, have been conducting important negotiations with the Chinese for a long time and have formed joint teams and working groups with the Chinese.

The latest results of the Biden team’s program are the formalization of the activities of the Financial Task Force of the two countries, which will work together to address international financial crises. The most important step in this period will also be taken by Jake Sullivan.

Biden’s national security adviser will soon travel to China to engage with officials of the ruling party’s foreign policy.

These negotiations are expected to pave the way for a new meeting between Xi Jinping and Joe Biden, and the likelihood of this meeting is increasing.

The political impact of such a development, if it occurs, will be significant. While Trump is unable to present a coherent foreign policy narrative, the Chinese, who once greatly benefited from Trump’s presidency and its destructive impact on America as an advantage, may now seek stability and peace from him and find more reassurance with Biden.
