In the first step, Hemmati should announce the names of the trustees responsible for transferring oil money who have failed to fulfill their commitments. It is worth mentioning that these individuals are supported by Minister Naftpaknejad. One of the most important among them is Hossein Aghayari, who holds the monopoly on oil sales. Aghayari, in Dubai, has increased his fleet of ships to 30 tankers by purchasing two floors of the Vision Tower and employing former personnel and managers from the shipping sector. Most of this fleet consists of ships that are on the OFAC sanctions list. The reason is that they can purchase ships at a lower price. The reasons for such a risky action are, firstly, that it is effective in providing guarantees for buying cargo, secondly, to deceive banks in case of ship seizures, and valuing the principal price is important, and finally, it facilitates the chance of lifting sanctions and increasing capital. Hossein Aghayari’s current debt for transactional and monetary trusteeship amounts to 18 billion dollars in one case and 300 million dollars in debt to NICO, which would not have been possible without the support of Saeed Sadeghi.
