The head of the International Atomic Energy Agency: This is an important question that I am asked when I come to Iran or the Middle East. The agency conducts inspections based on agreements it has with countries, and it is the same regarding Iran because Iran is a member of the NPT.

I ask the people of Iran to understand that we conduct inspections based on these agreements. I cannot inspect a place based on personal desire or preference.

This does not apply to Israel and some other countries that are not members of the NPT. In conclusion, I must say that all countries in the world should become members of the NPT.
