The Javan newspaper has written that one of the doubts and ambiguities raised about women’s hijab in society is the claim that if religious individuals freely and fully maintain their hijab, and those who are not religious roam freely—as we see in some Gulf countries—then in such conditions, the boundary between good and bad is more easily discernible. However, in countries like Iran, where officials have mandated hijab for both good and bad, people cannot be distinguished from one another; meaning that bad and corrupt individuals are under the same hijab as good ones. In other words, hijab only causes corrupt and virtuous individuals to appear similar, and the corrupt can do whatever they want under the guise of hijab.

In response to this question and the ambiguity raised about the philosophy of hijab, it should be noted that the religion’s plan for managing society is to eliminate the grounds for corruption. This means that initially, we must ensure that corruption does not arise. In the next stage, if corruption emerges in a society, it should remain hidden under other layers, as the public exposure of corruption, which we refer to as the spread and dissemination of corruption, is very harmful.

One of the reasons for observing hijab in society is to prevent the open and obvious emergence of corruption. Even if we accept that the assumption in the question is correct, it should be said that this very function of hijab, which conceals corruption, is considered positive for an Islamic society.
