Meanwhile, Babak Negahdari, head of the Parliament’s Research Center, announced the drafting of a preliminary proposal for organizing gatherings and demonstrations to create legal avenues for expressing criticisms.
The Iranian government has consistently suppressed any peaceful gathering on the grounds that it lacks a permit and is therefore illegal, while the Ministry of Interior does not grant permits for civil and professional gatherings, except for governmental ones.
For years, there has been a discussion about issuing permits for political and professional gatherings and designating specific locations for them. However, since the authorities cannot tolerate even the slightest dissent and even attack with security forces, Basij, and plainclothes agents if a permit is issued, this has ultimately led nowhere.
