On Tuesday, March 21, 2023, the Leader of the Islamic Republic delivered a speech in the city of Mashhad and the shrine of the eighth Shia Imam, as per the tradition before the COVID-19 pandemic.

In this speech, he referred to the prayer for the new year and addressed the topic of transformation, emphasizing that the change he envisions is different from what, according to him, the enemies of the Islamic system are pursuing.

The Leader of the Islamic Republic also mentioned the change in the constitution and the Islamic structure, considering it as examples of Western and anti-Islamic transformation that some inside the country have echoed.

Mr. Khamenei described the goal of Western countries as altering the identity of the Islamic Republic and stated that the enemy’s aim is to transform the Islamic democracy into a dictatorship that suits their desires.

This trip marks Mr. Khamenei’s first Nowruz visit to Mashhad after 3 years, as he had canceled his Nowruz speech in Mashhad during the COVID-19 pandemic.
