According to sermon 236 of Nahj al-Balagha, these individuals do not have the right to guide. Those with a harsh temperament and lacking in gentle emotions and social personality are base and servile individuals who blindly submit to any command and have no sense of dignity. Those who are gathered from the corners of the country and lack social understanding, whose understanding of religion is superficial and have not yet reached a deep understanding of Islam, are individuals who lack manners and culture and need education.

Ayatollah Seyed Mohammad Ali Ayazi: When discussing hijab, we ask, do all people believe in the obligation of hijab and recognize lack of hijab as a social disorder? In my opinion, many people do not recognize lack of hijab as a disorder. In fact, some of our media sometimes use these women for their political purposes, such as elections and participation in rallies, to advance their own goals. Therefore, it becomes clear that even the state media does not consider lack of hijab a disorder. The issue of improper hijab is not considered a disorder. We do not have such evidence that if someone does not observe hijab, we can force them through punishment to adhere to it.
