Revelation of a Chain of Violations: Billion-Dollar Contracts Without Tender, Illegal Salaries, and Family-Based Privileges in One of the Largest Medical Universities in the Country
According to Iran Gate News Agency, following the review of numerous documents, a network of financial corruption, organized collusion, and widespread administrative violations in Iran University of Medical Sciences has been exposed. Violations ranging from billion-dollar contracts without tender to suspicious payments to managers and family members are evident, indicating systematic favoritism and misuse of public funds under the guise of academic activities.
Multi-Billion Purchases Without Tender
Official documents show that in 2025, Iran University of Medical Sciences purchased from Ozan Company, affiliated with the Social Security Organization, for 1,306 billion rials without any tender, contrary to the explicit law on tender processes.
In this transaction, even the law prohibiting government employees from intervening in state transactions was violated.
Secret Distribution of Billion-Dollar Gift Cards
Simultaneously with these contracts, 419 billion rials worth of gift cards were distributed among specific individuals without being recorded in official registers, contrary to the Treasury’s directive.
According to financial experts, this action is considered the creation of parallel accounts outside the government’s supervisory control.
Dual Salaries for the University President
Other documents indicate that the current university president, who is a full-time geographical faculty member, was simultaneously receiving a monthly salary of one billion rials from Shafa Gostar Arshida Company. This behavior violates the Ministry of Health’s employment regulations and is a clear example of receiving two simultaneous salaries from public resources.
Tender Engineering and Open Collusion
In one of the largest cases, two contracts valued at 9,310 and 1,183 billion rials were signed with Shafa Gostar Arshida Company. Evidence shows that the tender conditions were set from the beginning to ensure this company’s win, and the deadline for receiving bids was extended at the direct order of the university president at the Atre Sib Hotel.
Interestingly, the envelopes of competing companies were never opened, and the intended company was declared the winner without competition.
Shared Accommodation and Dealings in the Hotel
During the pre-tender announcement, the university’s financial manager and the CEO of Shafa Gostar Arshida Company had shared accommodation at the Atre Sib Hotel, with the bill issued in the contractor company’s name.
One of the competing companies, named Ghader Gostaran Arya, has officially filed a complaint about this violation and submitted the relevant documents to the Inspection Organization.
Billion-Dollar Discrepancy in Hospital Accounts
A review of financial records has shown that only in Moheb Kosar Hospital, there is a discrepancy of more than 400 billion rials between recorded accounts and the bank account.
Informed sources say part of these amounts has been transferred to the personal accounts of some managers.
Unclear Fate of the 400 Ambulance Budget
The special budget for purchasing 400 ambulances amounting to 2,425 billion rials, allocated from the national budget, remains unclear.
No ambulances have been delivered, nor has a report on the expenditure been published.

The total amounts revealed in these documents are estimated to be between 12 to 16 thousand billion rials, a figure that, if confirmed, would be considered one of the largest financial corruption cases in the history of the Ministry of Health.
