He stated that one should not rely solely on the trial and error method. Positions like those in the metro or Behesht Zahra are specialized, and it takes months for a manager to become familiar with the personnel and identify the problems. However, now, in less than a year, managers have left and new ones have been appointed, and the new manager needs time to understand the work and identify the issues.
