Kamal Atahari, a development researcher, states that political factions and representatives for specific geographical areas try to gain budget and projects by abstaining or not voting on government programs to gain popularity there, which is colloquially referred to as trading the law.
Typically, projects do not follow the development pattern program, and we see that not only does the government lack an overall program, but it also loses the program it manages to piece together under pressure from political factions and representatives.
With this budget, the rich will become richer, and the poor will be trapped in the spatial poverty trap.
