Why doesn’t Zakani use the funds for building a mosque to help organize and support the children at the intersections?

Ahmad Zeidabadi, in a piece criticizing Zakani, the mayor of Tehran, for deciding to build a mosque in Qeytarieh Park, wrote that they have abandoned or destroyed what religion offers for spiritual peace and the softening of human emotions, and instead, by clinging to the superficial and external aspects, they are causing distress to people’s minds and nerves.

Building a mosque in Qeytarieh Park, an area already dense with mosques, seems to be of the same nature, otherwise, why don’t they use the funds to address the many young children who are climbing over cars at Tehran’s intersections?
