How does Hemmati react to Raisi’s statement about the budget imbalance of several hundred billion?

Abdolnasser Hemmati, the former governor of the central bank, posted a video of Raisi’s remarks on his personal pages, saying that Mr. Raisi has claimed to have made efforts to balance many of the imbalances that have caused suffering for everyone with the 1403 budget.

It would be good if they provide more explanation to the same Mustafa brothers, how a budget that is itself facing imbalances in terms of revenues is supposed to balance multi-hundred billion Toman imbalances in the banking system, pension funds, government debt, and state-owned companies in a jihadi manner.
