Sometimes not voting in elections is a form of voting

Rouhani sometimes not voting in elections is a form of voting.

Hassan Rouhani said that the notion that if a minority rules, we can preserve the country, the system, and Islam has proven to be undesirable.

If by stepping aside ourselves, God forbid, this system sees irreparable damage, what response do we have? If we step aside, will the people become hopeful or hopeless?
