Who is Mohammad Bahmaei? Corruption of Petrochemical Mafia, Part 1

Mohammad Bahmaei, according to Iran Gate’s report, was employed as a contractor in the city of Ahvaz due to his friendship with Seifollah Jashnsaz, the former CEO of the National Iranian Oil Company. He intentionally injured himself during the protests in 2009 and took advantage of his veteran status, along with his father’s veteran status, to secure a position in the National Iranian Oil Company.

Bahmaei’s father, with the expenses covered by the National Iranian Oil Company, lived in England for ten years under the pretext of receiving medical treatment. During this time, he engaged in oil trading through corrupt practices. Mohammad Bahmaei also made several trips to England.

In 2012, Mohammad Bahmaei was hired with the support of Jashnsaz and Reza Khalili, the deputy of the National Iranian Oil Company, who is a close relative. He started working in non-industrial operations and engaged in corrupt activities as one of Khalili’s beneficiaries. Upon his initial employment, at Jashnsaz’s request, he was appointed to three positions: head of supervision, research director, and commercial director of the company.

During his presence in the northern drilling and through equipment procurement contracts for drilling machines and technical services at higher prices than their rates, he pockets large amounts of capital. Due to the financial opportunity created and the misuse of his supervisory position, he becomes an intermediary, broker, and lobbyist between the parliament and the Ministry of Oil.

He takes capable and reputable contractors such as Karimi and Rahdari to the northern drilling and by assigning them multiple and large projects, relocating drilling rigs, providing food services, and purchasing goods and materials, he covers the election expenses of his brother in Ramhormoz. These contractors also purchase a high chassis Land Cruiser and a black BMW for Mohammad Bahmaei.

After the northern drilling, upon the order of Hafezi, the Head of Oil Inspection, who is a friend and accomplice, he is appointed as the Head of Planning in the National Oil Company, where he engages in numerous abuses. Then, while keeping his position, he is appointed as the Head of Inspection in the same company.

However, in less than six months, due to widespread financial and employment corruption, he is directly dismissed by the Minister of Oil and removed from the supervision of the Ministry of Oil due to the corruption created. In the final days of 1395, he forcefully extorts 200 million tomans from the National Drilling Company using his employer position, which is handed over to an Iranian nut shop in Tehran. He withdraws the money.

But this is just the beginning of the story, because Mohammad Bahmaei and Reza Khalili, the deputies of the National Iranian Oil Company, intentionally replace the head of the National Drilling Company, Heidar Bahmaei, with a pawn like Sepehri, despite all the financial misconduct and the case in the Revolutionary Court, in order to gain control over all transactions and appointments of that company for their own corruption and financial abuses.

Petro Asmari Company, owned by Mr. Jalair Khalili, brother of Reza Khalili, deputy of the National Iranian Oil Company, embezzles 8 billion tomans from the account of the Southern Oil Fields Company through the influence of Reza Khalili, by causing delays, inefficiency, false claims, and filing a complaint to the court during the construction of the 90-bed Ahvaz Guesthouse project.

To everyone’s disbelief, Reza Khalili, deputy of the National Iranian Oil Company, once again wins the bid for the 16-inch liquid gas pipeline project in the oil-rich regions, and again, through inefficiency, delays, and the passage of time, in addition to causing damages due to the project not being completed, files a complaint to the judiciary and demands 50 billion tomans in compensation. However, with the efforts of the management of the oil-rich regions and the order of the head of the judiciary, the matter comes to an end. But with the transfer of the case to Tehran and their lobbying, 46 billion tomans are deducted from the account of the Southern Oil Fields Company and transferred to the account of Petro Asmari Company.

Behmei awards various projects to the companies Jahan Pars, Marine, and Petro Arvand Asia, owned by the Khalili brothers, in the National Drilling Company of Iran, in order to pay Khalili’s share of Sepahri’s appointment.
